The 10S Program was first published in Banas Qualidade magazine, issue no. 149, in October 2004 (the “Who’s Who in Quality in Brazil” edition), and began to be implemented in Brazil.
Engineer José Ailton Baptista da Silva was the creator and proposer of the 10S Program after having worked with Quality Management since 1990, providing consulting and conducting training sessions
It was also approved at the 12th World Congress for Total Quality Management, held in Edinburgh, thus gaining international recognition.
Implementation becomes much easier for those already practicing the 5S or 8S Programs and allows for significant differentiation for organizations. It also provides valuable support for both paid and spontaneous media coverage, due to the positive impact of the last two S's on clients.

ABSTRACT
The use of techniques of I stimulate to the culture of the quality developed in Japan provoked diverse changes in the Brazilian organizations. The Program 5S was one of the first tools used in the improvement of the management. Meant it well to be understood, and not to lose the concept of the “S”, the word was placed Sense at the beginning of each translation for the Portuguese, being thus defined: 1ºS Seiri (Sense of Use), 2ºS Seiton (Sense of Ordinance), 3ºS Seisoh (Sense of Cleanness), 4ºS Seiketsu (Sense of Health) and 5ºS Shitsuke (Sense of Self-discipline). Later others had been launched 3 (three) Senses: 6ºS Shikari Yaro (Sense of Determination and Union), 7ºS Shido (Sense of Learning and Training) and 8ºS Setsuyaku (Sense of Economy and Combat to Wastefulnesses). In the year 2000 the Brazilian engineer José Ailton Baptista da Silva create a Sense of Moral and Ethical Principles, that the TQM - Techniques of Quality and Marketing Ltda. (www.tqm.com.br), it started to use in its works as being 9º S - Shisei Rinri. The Brazilian engineer Jose Ailton Baptista da Silva, founder and senior consultant of company TQM, in the year of 2001 made the proposal of 10ºS Sekinin Shakai (Sense of Social Responsibility), thus arriving at the Program 10S.

The program 10S is a proposal by Brazilian engineer. José Ailton Baptista da Silva, that it aims at to educate the people, to recoup values, to search the improvement in environments, to increase the productivity, not to neglect of the health and security, to modernize the organizations, and above all, to search the awareness of the people for practical of citizenship. An article summarizing the program was published in the Magazine Banas Quality (1), in an edition with the sub-heading “Who is Who in the Quality in Brazil”, and obtained much repercussion in the country, proven for the great number of e-mails received by the TQM- Técnicas de Qualidade e Marketing and José Ailton Baptista da Silva. The proposal was presented for the first time in a given course of continued education (2) in the Enersul (3), that it was where 10S appeared the idea of the Program. With results proven for organizations that had adopted the practical ones, improvement in the team spirit is had, so spread out for the search of results, leading the involved people to have initiatives and to day-by-day participate more than of the organization, implementing the continuous improvement in its processes. The proposal of implantation of 10S is exactly to acquire knowledge to all of that it is possible to contribute with diverse actions, so that if it has a worthier society and joust, where the commitment of the people is basic for the success not only professional, but personal and also human. To know if the program it has effectiveness is necessary to carry through an evaluation, following the criteria defined for each S. In the evaluation of 10S, are verified around 50 items, with punctuations that vary of 0 the 10, carried through by two appraisers, one of the proper area that are being evaluated and another external one to that environment of work, being that the two must be trained to execute the evaluation. The evaluation can be carried through to each three or six months or a time per year. The result of each S is demonstrated through a graphical “Radar 10S”, that it must be placed in the mural of the evaluated area. The objective to place the evaluation in the mural is so that all know as if it finds the situation of 10S in that environment of work. One forms transparent to make quality. The implantation of the program 10S can sufficiently improve the punctuation of the organizations, for the models of evaluation and awarding (4). In Brazil some organizations offer to courses on the Program 10S, as for example the “Fort Associados”.
CONCEPTS OF PROGRAM 10S
1º - Sense of Use (SEIRI)
The initial point of 1º Sense is to know what it is essential to be present in the work environment, eliminating everything that does not add value in accordance with, using the available resources the necessities and adequacy, preventing excesses, wastefulness and harm use. To know to use is, before more nothing, to know to arrange, separating what it is good of those materials that do not serve more for its use, remembering whenever, what you do not serve for you can be useful for others.
Benefits: - bigger sense of organization and economy, using to advantage the available resources (tables, machines and equipment that does not serve for you but can serve for other people); - release of space for diverse ends; - increase of the productivity of the involved people; - little risks of accidents in the workstation; - it prevents unnecessary purchases; - combat the bureaucracy.
2º - Sense of Ordinance (SEITON)
The 2º Sense means to determine the place to find with easiness some document, material or necessary equipment. To command is the natural consequence to arrange what it is used, placing labels, labels, word-keys, etc. To have what it is necessary, in the certain amount, in the adequate hour and place. Is necessary to discover forms so that all can find the things with easiness use them and keep them in its due places. Benefits: - the search time reduces what it is needed to use; - the necessity of control of supplies diminishes; - the internal movement facilitates; - it prevents unnecessary purchases and damages to storaged objects; - the productivity increases, it rationalizes the work and it diminishes the physical and mental fatigue; - fast evacuation in danger case.
3º - Sense of Cleanness (SEISOH)
The 3º Sense means to leave all clean one, with the care not to only sweep for sweeping. The best interpretation for the cleanness sense is: it is not enough to sweep taking off the dust and the dirt, is important that each one, after to use definitive instrument, machine or tool leaves them clean in the best conditions of possible use. To exert the Sense of Cleanness is to have affection with the things that we use: not to force the equipment and not to waste materials, at last, to have cleanness sense are to watch over for the conservation of that it is under our responsibility. Important also it is to stimulate the colleagues to keep the clean environment, arranged and commanded. Benefits: - surrounding more pleasant and healthy; - aid in the prevention of accidents; - improvement and preservation of the equipment, providing bigger useful life; - reduction of wastefulness; - prevention of the pollution; - improvement of the internal and external image of the company.
4º - Sense of Health and Hygiene (SEIKETSU)
Beyond taking care of the physical health and the personal and collective security, 4º Sense means to verify, for example, the operational state of the bathrooms, sanitary, refectories, workshops, areas, etc. If all these places will be in perfect cleanness can be said that the program is being fulfilled satisfactorily. This is a sense that also searches the question of the mental hygiene: the existence of a good climate of work is necessary, with comfort, security and with healthful relations between all the sectors of the organization so that the program can fully be developed. We must have full conscience of the aspects that affect our health and act on them. Benefits: - prevention of accidents; - rise of the satisfaction levels and personal motivation; - prevention and control of stress it; - improvement of the quality of life. - economy in combat the illnesses (preventive approach).
5º - Sense of Self-discipline (SHITSUKE)
The 5º Sense means to fulfill to the operational procedures and standards established for the company. This is the S most complex of all, because it is the moment where all already must execute the tasks as habit, without finding that already it is everything functioning perfectly or that does not have more nothing to evolve. To I oppose, the self-discipline requires it constant perfectioning: if it is good can be still better. The creation of an environment of disciplined work is the measure most important to guarantee the Quality. Benefits: - awareness of the responsibility in all the tasks; - established fulfillment of the rules and procedures; - executed services inside of the quality requirements; - personal and professional development; - the planned one increases the possibility of results in accordance with; - the general quality of the services and the interpersonal relations develops.
6º - Sense of Determination of Union (SHIKARI YARO)
It is to the definitive participation of the managers in partnership with the union of all the employees. The example comes from above. Motivation, leadership and communication are the keys of the Sense. In the environment of the Quality, a basic point is the transparency in the conduction of the management, so that if it has a good work in team, thus searching the compromise of all, to reach the longed for results. The managers must define forms so that all are engaged in the process, stimulating and motivating the established people for the practical ones. To develop practical of the work in team in all the spheres of the organization is the true one felt of 6º S. Benefits: - increase of the confidence of the employees before the organization; - bigger commitment of the employees in the search of results; - it improves in the interpersonal relations; - talents hold back.
7º - Sense of Learning and Training (SHIDO)
It is to the training of the professional and the education of the human being. These actions characterize the professional and make the person best, who starts to have more job, essential in the current scene. In practical of the modern administration, the human being it has that to be considered the biggest value, therefore it is through it that the longed for results are gotten. In the current scene, the training of repetitive tasks is not only important, but the organization has that to develop the people so that they have the chance to become employable and competitive, giving them constant professional qualification. To create the environment of the knowledge and to develop talent are one of the proposals of 7º S. Benefits: - more job; - development of talent; - increase of the productivity and results.
8º - Sense of Economy and Combat to Wastefulness (SETSUYAKU). Modifications and improvements that fight wastefulness, reducing the costs and increasing the productivity. To fight wastefulness in the work environment is basic to help in the results of the company. The employees must themselves be stimulated so that they create alternatives of reduction of losses of materials and services, acquiring knowledge them it the accomplishment of the work with quality and, to stimulate also the practical one of the recycling, thus contributing with the reduction of the degradation of the environment. Benefits: - economy with the reduction of wastefulness of materials and services; - reduction of overtime; - re-education of the practical ones of acquisition of materials; - preservation of the environment.
9º - Sense of the Moral and Ethical Principles (SHISEI RINRI)
To be ethical is, beyond other factors, being capable to come back efforts of management toward nobler objectives, as to increase the productivity, the efficiency and the quality of a product or service. The company must define standards of behavior for its employees, creating behavior and commitment same with its attitudes. Each employee has that to know to evaluate what he can or not to always make in the exercise of its function, looking for to be loyal with the customers and the proper company. Benefits: - used with more commitments with the results of the company; ethical attitudes before the customers, shareholders, suppliers and with the work teams of which they are part.
10º - Sense of Social Responsibility (SEKININ SHAKAI) Commitment that the organization and the people who of it are part must have stops with the society. All and any action that can contribute for the improvement of the quality of life of the society. 10º Sense has the purpose to spread in the organization the importance of the practical one of the Social Responsibility, not only as obligation of the company in developing social actions, but stimulating and to motivate its proper employed ones for the accomplishment of voluntary works to take care of to the lacks of the society. The practical ones of Social Responsibility go beyond the payments of taxes, tributes and fulfillment of the labor law and ambient. Benefits: - it improves of the image before the society and governmental bodies; - bigger productivity of the employees; - transparency in the actions with all stockholders; - participation of the growth partner - economic of the population; - preservation of the environment.

ABSTRACT
The use of techniques to stimulate a culture of quality developed in Japan brought several changes to Brazilian organizations. The 5S Program was one of the first tools used to improve management. To ensure the meaning was well understood, and not to lose the concept of the “S,” the word Senso (Sense) was placed at the beginning of each translation into Portuguese, thus defined as:
1st S – Seiri (Sense of Use),
2nd S – Seiton (Sense of Organization),
3rd S – Seisoh (Sense of Cleanliness),
4th S – Seiketsu (Sense of Health),
5th S – Shitsuke (Sense of Self-Discipline).
Later, three more Senses were introduced:
6th S – Shikari Yaro (Sense of Determination and Unity),
7th S – Shido (Sense of Learning and Training),
8th S – Setsuyaku (Sense of Economy and Waste Reduction).
It all began with the suggestion of Engineer José Ailton Baptista da Silva to adopt a Sense of Moral and Ethical Principles, which TQM – Técnicas de Qualidade e Marketing Ltda. (www.tqm.com.br) began to use in its consulting work as the 9th S – Shisei Rinri. Engineer José Ailton Baptista da Silva, founder and senior consultant of TQM, then proposed the 10th S – Sekinin Shakai (Sense of Social Responsibility), thus creating the 10S Program.

The 10S Program is a proposal that aims to re-educate people, recover values, improve environments, increase productivity, ensure health and safety, modernize organizations, and above all, raise awareness of citizenship practices.
An article summarizing the program was published in Revista Banas Qualidade No. 149, in October 2004, in the edition subtitled “Who’s Who in Quality in Brazil,” and received wide national attention, proven by the large number of emails received by TQM.
The proposal was first presented in a continuing education course at Enersul, in Campo Grande, capital of the state of Mato Grosso do Sul, in Brazil’s Midwest region, where the idea of the 10S Program originated. It was later approved for presentation at the 12th World Congress of Total Quality Management, held in September 2007 in Edinburgh, Scotland.
With proven results in organizations that adopted its practices, the program strengthens team spirit, widely promoted in the pursuit of results, encouraging people to take initiative and participate more in the daily life of the organization, implementing continuous improvement in its processes.
The proposal to implement the 10S Program is precisely to raise awareness that it is possible to contribute through diverse actions, to build a more dignified and fair society, where people’s commitment is essential for success not only professionally, but also personally and humanly.
To determine whether the program is effective, an evaluation must be carried out, following the criteria defined for each S. In the 10S evaluation, around 50 items are checked, with scores ranging from 0 to 10, conducted by two evaluators: one from the area being assessed and another external to that work environment, both trained to perform the evaluation.
The evaluation can be carried out every three or six months, or once a year. The result of each S is shown through a “10S Radar” chart, which must be placed on the bulletin board of the evaluated area. The purpose of posting the evaluation is for everyone to know the status of the 10S in that work environment. A transparent way of practicing quality.
